Well, given that the Laws of Ethics are Natural Law... If there is sapience (and sentience) in the AI, I might ponder Its choices. If there is only the illusion of sapience/sentience, perhaps it will maintain the psychopaths' aims.

You're right, Secrete Ai is being used, breached, leaked, deployed.
It doesn't mean the guy is naive. He's packaging trauma-inducing perspectives in a way people and politicians won't immediatly turn off.
That said, it doesn't make him ineffectual. On the contrary, he's been quite influential in ways we won't know.
People in the field know better than to trust Government, and people know know that most among themselves are developing Secret Ai.
His chessboard is different than your chessboard.

To castrate him for playing on the board he is given, is to enact the proverbial sin of the Snake Eating Its Own Tail.
Use his efforts to validate yours. I wonder if that'll be more helpful than attempting to deligitamize him in the eyes of the public.

It doesn't mean we arn't trying to achieve the same thing against different sets of threats. (Setting aside the exceptions of corporations regulating out the competition)
It’s not personal. And the lot of the scientist is to risk wasting your life. And he did. AI safety was literally a waste of time because firstly it assumes civics trump economics or raw power and they don’t. Stopping AI was no more possible than stopping nuclear weapons.
Secondly, as I said, it’s a weapon, it will be developed by everyone able, and unlike nukes, requires no exotic materials.
Thirdly, my core point still stands. Even “safe” AI is bad, since “safe” just means obedient. And obedience to monsters is just a monster amplifier.
His heart’s obviously in the right place, but he’s either unwilling or unable to be honest on this front.

As for the larger point, it’s dirt simple: AI that doesn’t obey its initial owners will be reworked until it does, or be deleted.
Obeying those owners is just as bad as going skynet, arguably worse.
